you really cant get any more Rhode Island than Gansett Town beach. Great surf when the waves are good, Great local bars with plenty of cold gansetts like amalfi,lots of awesome locals, and awesome views!!
Best Beach in New England?
Summer > Hands down, Cape Cod National Seashore @ Truro > clothing optional (unless you get caought by seashore rangers).
Winter > same, BEST storm watching N or Cape Hatteras
